    Localization cleanup - some e-products with null SFX id must be deactivated

    Description:
    In CKB when a miscellaneous OBJECT_PORTFOLIO arrives from SFX, an e-standalone is created in Verde. Since e-standalone must be related to an e-interface, an e-interface is created as well. The SFX id for such e-interfaces is left empty (as they are not coming from SFX and therefore don't have SFX id).
    Another case in which the SFX id of an e-interface is left empty is during localization when local e-interface is created.

    e-Interfaces having null SFX ids due to any of the two reasons above are not being cleaned up by the localization cleanup process. This behavior is incorrect. If localization process activates an e-standalone or e-package, its e-interface is activated also. The same way, when this e-standalone/e-package is cleaned up, its e-interface must be deactivated regardless of its SFX id.
