Description:
When exporting reports in USTAT, the "start day" is displayed differently in report "by Publisher" than in report "by Subscriber".

Example:
- Enter to the Usage Statistics by Publisher
- Run any report
- Press "Export report" button and choose PDF format
- Note that "Start Date" in the report header displayed in the format MMMYY
- Enter to the Usage Statistics by Subscriber
- Run any report
- Press "Export report" button and choose PDF format
- Note that "Start Date" in the report header displayed in the format yyyy-mm-dd
