    Ustat: Future months should always be marked as missing

    Description:
    Some vendors' reports have the value "0" in the cell for the future months of the current year. For example, in the report of October 2009 the columns for November 2009 and December 2009 have the value "0" in the proper cell in the JR1 or DB1 because the vendor's system can't measure the usage yet of course. The zeroes are interpreted as valid usage values and in the "missing data" screen November 2009 and December 2009 are marked as OK (not as missing). These two months should be marked as missing. When the info for November 2009 and December 2009 do not appear in the input at all (no columns) – these months are reported as missing data. The system should interpret the info for future months the same way (missing data) and not as real values.

    w/a: Delete the "0" for future months from the file.
