Description:
When trying to add a library contact from the Access -> implementation status pop-up window, the forward/backward arrows do not advance you to the next page of contacts as they should.

Scenario:
1. Create or open access attribute
2. Change status and submit (to open email pop-up window)
3. Click on 'Select Library Contact'
4. Page forward/backward does not advance you to the next page of contacts

w/a: If you know the name or role of the contact you're looking for, you can use the 'Jump To' option or filter by Role.
