Description: 
The following error is seen when selecting an item for a particular bib record: "Failed to find ADM-BIB relation." 

When the ADM record for this item is viewed in util f/4, rather than having "FMT AD", as it should, it has "FMT HO". 

If this ADM is deleted and a new one created, when the new ADM record is viewed in util f/4 one sees *both* a correct "FMT AD" segment and an incorrect/extraneous "FMT HO" segment. 

Resolution: 
As described in Case 00173918, the items and orders connected to this problem ADM were moved to a new ADM and the problem ADM was deleted. Note: moving order records in this fashion is particularly complicated.
