Can manage-50 Create Holdings and NO Items?

I would like to have a workflow where I run p-file-96 to load vendor records without creating holdings or items and then run manage-50 to create only holdings. From the Help for manage-50 it seems to imply that you can decide not to create items by leaving the ADM library code blank in the manage-50 form. When the ADM code is left blank and I try to create holdings only, this does not work. Is it necessary that either items already exist for the records or lacking that that they also be created when running manage-50? This is not very clear from the Help file and I have spent a lot of time trying to get Holdings created without items. Please explain the possibility or not of creating holdings without having items attached to the records in the p-mange-50 process.

Resolution:
From the code for p_manage_50, it is clear that Holdings records are created ONLY based on Item records attached to the BIBs.
If there are no Item records, no Holdings will be created. You can configure the process so that Holdings records are created only for new Items or are created for both new and existing Items, but there is no way to configure it to create Holdings other than from Item records.
