Circulation application is not authorized to access the library (ILL library)

Description:
When selecting xxx40 as database in the Search tab of the Circulation module, searching for Borrowing Request title and then click on button “Circulation” to push the ILL temporary item to the Item List of the Circulation module, you get the error message “Circulation application is not authorized to access the library”.

Resolution:
After adding the ILL library to the BIB section of the library_relation table, the error message doesn’t appear any more and the ILL temporary item successfully appears in the Item List of the Circulation module:

This solution and a change to the library_relation header are included in v20 rep_change 3299.
