Description
The error "Budget creation failure - max over expenditure <budget>" occurs in trying to post an invoice to the budget ELECTRONIC-2016.
Resolution
Though budget ELECTRONIC-2016 shows an "Initial allocation" amount of $3,352,226, its "Allocated" amount is zero. As can be seen in the acq-16 report, ELECTRONIC-2016 is a parent budget for various child budgets. These child budgets *do* have "Allocated" amounts.
The invoice needs to be posted to one of the child budgets rather than the ELECTRONIC-2016 itself.
