Resolution:
I was able to create the Z129_ID2 with util a/17/2.

I found that the Z31_ID6, Z31_ID7, and z37_id7 already now exist.

The z403 in sta30 can be ignored.

Everything with regard to z73 in pwd00 and sta30 can be ignored. (See KB 8192-3287.)

The z69 table is in your sta30 file_list but did not exist. I used util a/17/1 to create it.
