Format added to formats.eng doesn't show up in GUI

Description:
We added a format to the formats.eng file and restarted the server and the Cataloging client, but the new format doesn't show up in the dropdown in the GUI.
Resolution:
In order for a change to an xxx01 ./pc_tab/catalog file to take effect, util m/7 must be run (for xxx01).
