    Description:
    I am loading records using p-manage-18 then following it up with p-manage-50 to create HOL and item records for the new bib records.

    When I go to edit the brand-new HOL records in the cataloging client, though, I get the message that I can't edit the record because it was last edited by a higher level cataloger.

    Resolution:
    The "HOL Cataloging Level" is a parameter in the p_manage_50 submission screen. You set this to whatever value you want.
