Handle Invoices with VAT Included in Total Price

Desired Outcome Goal:
For some invoices, VAT (or GST) is included in the total price but should be calculated specially and also booked on a specific budget.

Procedure:
There are 2 options for adding invoices with VAT:

1) Prices do not contain the VAT
- Add a line item per book without "Vat per line item" checked
- Create one line item for the VAT

2) Prices for single items do contain the VAT
- Assign the amount per line item to two budgets, one for the net amount and one for the VAT
