Desired Outcome Goal:
Display the new library name in the appropriate places in the GUI and OPAC

Procedure:
1. Change library name in column 5 in $alephe_tab/tab_sub_library.lng to new name
2. Change library name column 3 in $alephe_tab/tab_sub_library_address.lng to new name
3. Change base name in column 3 in $alephe _tab/tab_base.lng to new library name
4. Change the occurrences of old library name in column 3 in xxx50 $data_tab/pc_tab_exp_field.lng to the new library name
5. Restart the PC Server using util w/3/3
6. Restart the WWW Server using util w/3/1
