    Description:
We have a number of staffers that work in the CHD Library (ABC01). They are members of certain functional proxies (ARCCAT and CIRC, etc).
When we attempt to give them read-only rights to the MSD Library (MSD01), all efforts fail (except one).
We have attempted to modify the functional proxy (ARCCAT and CIRC) to cause "Access Rights" show us the BIB and ADM library (MSD01/MSD50).
We have also attempted to change the staffers user library to "ADMIN", but that still doesn't permit us to see the other BIB/ADM library in the Access Rights section.

When I change the User Library for RLOZMAN to "ADMIN" (from ABC50), then click ok, and then click "Access Rights", I get the error that "The user RLAXMAN is managed by ARCCAT."
When I select ARCCAT and then click on Access Rights, you can see that there are no other Libraries other than ABC50.

    Resolution:
First, change the User Library for ARCCAT to ADMIN, then change RLOZMAN's User Library to ADMIN.

If you don't want to make ARCCAT's User Library ADMIN, then you will need to:

    1. Delete user RLOZMAN
    2. Duplicate user ARCCAT, giving it the Name RLOZMAN. (Do *not* proxy it to ARCCAT.)
    3. Make the User Library "ADMIN".
