    Question
How to allow patrons to place holds on off-site books -- which are on the shelf and show in the catalog as available?

    Answer
Column 8 of tab15.eng controls whether available items can be requested for a particular item status (/item processing status). A value of "C" in this column for items in the Group ID for this offsite location means "item can be always be requested, there is no availability check".

As described in Article " Limiting holds by both patron & item statuses (for paging) " , tab_hold_request and z305 hold-on-shelf are relevant.

    Additional Info

The Z30-DEPOSITORY-ID might be relevant.  The z30.pdf document describes the Z30-DEPOSITORY-ID field:
"Contains the code of the remote storage facility where the item is located. The field is used to indicate that item "belongs" to the remote storage, regardless of the sublibrary, collection and processing status fields. When an item with a Z30-DEPOSITORY-ID is returned, if there are no awaiting requests, the item is loaned automatically to the remote storage facility (Z303-ID = Z30-DESPOSITORY-ID) and it appears in the OPAC as “In transit”.
Remote storage codes are defined in the pc_tab_exp_field.lng table of the library’s tab directory."

It might be that rather than changing the z30_sub_library to the off-site location the Z30-DEPOSITORY-ID might be used.
