Hyphens in 001/003 (035) changed to blanks.

Description:
The fix_doc_create_035_1 program is changing hyphens in 001/003 (which becomes the 035) to blanks. Why?
Resolution:
The stripping of the "-" and "#" is hard-coded in the program. Maybe you could change "-" to something else and then change it back afterwards(?)
