ITM and ITMH fields don't display in OPAC for certain bib records

Problem Symptoms:
The ITM and ITMH fields are included in the xxx01 edit_doc_999.lng with these entries:

## ITMH D Lholdings (h) Y E

and there *is* an item connected to the bib record, but the "Items" and "holdings (h)" fields don't display in OPAC for certain bib records, such as new bib records. The Items link displays in the Brief List and, when clicked on, *does* take the user to the items. But the bib record lacks any such link.

Cause:
Lack of a subfield b (sublibrary) in the HOLdings record.

Resolution:
Add subfield b to the HOL record.
