    Incorrect fine being charged for hourly loans

    Description:
    We specify a fine of $120/day ($5/hour), in tab16 col. 11, for certain loans.

    Let's say the book is due at 10:15. We find that if the book is returned at 10:17 the patron owes $5.00. And if the item is returned at 11:17, they owe $10.00.

    Resolution:
    Just as the system charges a full day's fine when a daily-loan item becomes overdue, the patron is charged the full hour's fine when the first overdue minute is reached.

    You *could* use the tab16 col. 11 "Grace hours" to allow a certain number of minutes during which the patron would not owe any fine.
