Incorrect library_relation Header

Description:
If the setup is a single HOL library, there is no
! need to define ADM-HOL relation. The relation
! occurs from ADM to BIB to HOL, and from HOL to BIB
! to ADM. A sample setup is:

! BIB USM50 USM01
! BIB USM51 USM01

This library_relation header quote directly contradicts the findings of experience with loading Prediction Patterns:
"/exlibris/aleph/u20_1/alephe/tab/library_relation
added the line:
HOL ABC50 ABC60
'When it wasn’t there, serial-52 produced an error “Failed to find HOL relation to ABC50”)'

Resolution:
If the setup is a single HOL library, there is no
! need to define ADM-HOL relation. The relation
! occurs from ADM to BIB to HOL, and from HOL to BIB

This was the setting before the above correction which resulted in the serial-52 error.
