Why do I get a message "permission to ship is denied" when trying to ship a Lending Request

Resolution:
In left pane, Administration > Partners > lower right pane, 4. Lending ILL Unit tab > check that "Allowed Lending" is checked and also that the "Circ. sublibraries" has the necessary sublibraries checked.
