    Merging direction in tab_merge_overlay

    Problem Symptoms:
    The following setting in ./xxx01/tab/tab_merge_overlay does not overlay the existing records with the data in incoming file:

    07 1 N #####
    07 2 Y #####

    Cause:
    Column 2 in ./xxx01/tab/tab_merge_overlay is the opposite from documentation in table's header.

    Resolution:
    For the batch BIB loaders (file-90, file-93, file-99, manage-18, oclc gateway):
    In contrast of ./xxx01/tab/tab_merge_overlay header, the "1" in Col.2 of tab_merge_overlay refers to the record in the Input file, while the "2" refers to the record in the database.
    To overlay database record with the record in the input file, use the following setting:

    07 1 Y #####
    07 2 N #####


    This can be changed by adding "preferred_doc_switch" to ./xxx01/tab/tab_preferred, into the same section name as used in ./xxx01/tab/tab_merge.
