Description:
When Aleph receives a CheckInItem NCIP message for an item that is not on loan, the error message in the response is "Not Checked Out".

The standard error message in the NCIP protocol for this situation is "Item Not Checked Out".

Resolution:
This has been corrected in v. 20 by rep_change #002563
The file $aleph_root/error_eng/ncip_server has been updated to have this:

0029 0000 L Item Not Checked Out

This same change can be made locally for sites still running lower versions of Aleph
