Description:
Older users (migrated from version 14) have some, but not all budgets showing.

Users created in version 17 have no budget showing -- even after budgets have been assigned to them.

Resolution:
util a/17/14 for the abc50 z62 showed that the z62_id Oracle index was missing:

Enter Table Name : z62
make_library_file_list: env file_list_size does not exists. Using data_root/file_list as is

Defined in file_list:

When I tried doing util a/17/2 to build the z62_id, I got the message:

ERROR at line 1:
ORA-01452: cannot CREATE UNIQUE INDEX; duplicate keys found

So I did util a/17/18 ("Search for Duplicate Keys") to find/delete the duplicates and build the z62_id:

Enter Table Name : z62
Enter Index enter/1/2/3/4/5 : <-------- blank
index_name z62_id index_suffix
Enter Column Name : Z62_REC_KEY

(When it asks if you want to report or delete say "delete".)

That worked.
