Nightly reports not generated following backup error

Description:
We had an error with our backup last night that caused our reports to not run as scheduled.

There are no logs for these job in $alephe_scratch and util c/7 shows that there are no jobs waiting to be run.

Resolution:
Despite the fact that the ./uts50/files/que_batch file had many jobs in it, nothing was showing up in the util c/7 ("Show Queue of Jobs Awaiting Execution").

I tried stopping the batch que using util c/3, but it said "que not stopped", so I stopped the lib_batch process with the "kill" command, and then restarted it with util c/1.

The queued-up batch jobs then started executing.
