    Description:
After server maintenance last night, our OPAC and the pc_server are not working. We are seeing this message in doing a dlib:
    Oracle error: handle_connection
    ORA-12541: TNS:no listener

    UTIL-O-2-3 shows this:
    oracle 7719 1883 0 09:47:40 ? 0:01 /exlibris/app/oracle/product/102/bin/tnslsnr LISTENER -inherit

UTIL-O-1-3 shows that no Oracle server is running. An attempt to start it, with UTIL-O-1-1, fails with a "no listener" message.

An attempt to stop/start the listener (UTIL-O-2) requires the Oracle password.

    Resolution:
This site had a split server (Oracle is on a separate server.) The database admin needed to connect to the database server and start the listener there.

I was then able to do UTIL-O-1-1 to start the server.
