Paid Sum in Circulation Logger Report (Cir-21)

Problem Symptoms:
In the Circulation Logger Report (cir-21) the paid sum column equals=0.00
even though the patron has fines.

Cause:
Customer did not pay the fine he owes on the item to the library

Resolution:
The field 'paid sum' in the report of the cir-21 displays the fine which was paid by the patron to the library not the fine which the patron is owing to library,
So if the patron did not pay the fine, the paid sum will be 0.00
