    Description:
    Although the Local Privileges tab on a patron's account says BOOKING PRIVILEGES = NO, logged in as that patron on the Web OPAC, you can see the booking link and actually complete a booking. That doesn't match the Patron's Local Privileges.

    Resolution:
    When tab15.eng:column16=Y, all patrons may book.
    When tab15.eng:column16=N, no patrons may book.
    When tab15.eng:column16=C, book-ability default is controlled by tab31:column20 or by changing the Booking Permission Privilege (the z305_booking_permission) manually for an individual Patron in Local Patron Information pane, Local Privileges tab.
