    We do not want a (mandatory) pop-up note when waiving a patron charge.

    More precisely, the pop-up in question is from (in v.19) Circ --> Patron Tab --> Patron Activity --> Cash --> "Waive" button. Pop-up box title bar is "Waive Description" and the text entry box is labeled "Enter Waive Text." The problem is that an entry of some kind is mandatory, you cannot just hit Enter to bypass the box. In contrast, you do not have to enter text in the "Partial Waive" box, you can just hit Enter to accept the amount without a mandatory text entry.

    What we would like to see is just a minimal fix that would make the Waive Description pop-up work just like the Partial Waive pop-up, i.e. not require a text entry.
