    Description:
    Is there a way to prevent a user with fines from placing hold requests?

    Resolution:
    Though the tab_check_circ has checks for fines, the ./xxx50/tab_hold_request, which restricts the placing of hold requests, has no such checks.

    For an individual user, you could set the z305 (Local Patron Information) hold-permission to “N”. You might use SQL to do this for all users with fines; and then parallel SQL to set the permission back to "Y" if there are no fines.
