The document 'How to Set Up a SIP2 Server for Self-Check Systems' indicates that the following must be included in aleph_start:
setenv SIP2_STARTUP_LIBS "usm50"

However, this didn't work for us.

Resolution:
What is actually needed is that the local ABC50 library be included in aleph_start.private:

setenv SIP2_STARTUP_LIBS "ABC50"
