Shorten the Time for which BIB Record Locked by Another User

Desired Outcome Goal:
Shorten the time in which BIB Record locked by another user
Procedure:
1) vi ./aleph/xxx_x/alephe/pc_server_defaults
change the value in the parameter setenv doc_lock_period 3600 to lower existing value
