    Description:
    Serials librarian reports that (with version 20) the checkin operation takes significantly
    longer than it used to.
    In a specific example, (and this is not the worst) it takes about
    37 seconds to get from entering the system number to getting the
    check-in screen, and about two minutes to complete all navigation
    needed to perform a specific operation.

    The culprit appears to be rep change 3099. Restoring the prior
    version of check_permission.gnt reduces the initial step to about
    seven seconds, and the total navigation time to about 29 seconds.
