Problem Symptoms:
In the ELIB region system_privileges is combined by the two files $alephe_tab/system_privileges and local file $alephe_tab/system_privileges.elib but adding entries only to system_privileges.elib does not display them in the staff privileges window in GUI.

Resolution:
Solved with rep_change 2339 in Aleph 21.

Description: This fix is relevant only to Scandinavian customers. Entries from the $aleph_dev/aleph/tab/system_privileges_elib are not displayed in the GUI Access Rights window.
Solution: This has been corrected.
