Title-hold/title-request doesn't work for one particular bib record

Description
The title request doesn't work for a particular bib record. Either no z370 is created or, if it is created, the z37 holds for the associated item records are not created.
Resolution
This bug required a change to the create_z37s_from_supplier_list program, which will be incorporated into Aleph 23 as a rep_change and will be part of the Aleph 23.3.3 Service Pack.
