UE-01 not updating indexes since Oracle was upgraded

Description:
We just realized that new and modified records are not being indexed since Oracle was upgraded on our production server on March 11. The latest run_e_01 log in /tcu01/scratch ends with the following error lines:

Oracle error: update_cursor1 z07
ORA-03113: end-of-file on communication channel

Oracle error: update_cursor1 z07
ORA-03114: not connected to ORACLE

* No ORACLE connection - process is terminated... *
What should be done

Resolution:
When aleph_startup tried to start the ue_01, Oracle was not available and the procedure stopped.

Do util e/1 to start ue_01 and it is processing the Z07s successfully.
