Description:
We are trying to add "arc" (archival) as a language in the GUI -- in addition to "eng" --. We are getting the message:

Unable to open file: statusbr.dat

Resolution:
statusbr.dat file is found in the \catalog\tab\eng\ directory. So you would need to have .\catalog\tab\arc\ , .\circ\tab\arc , etc., directories with the appropriate files in it.
