What is the xxx19 (such as USM19) library?

As noted in the $alephe_tab/library_relation header, the xxx19 is the "ERR" library to which unacceptable records processed by the manage-31 Service are written:

!    ERR  - aut     -> aut
!           for b-manage-31 (load authority records) defines the
!           library on which the "unacceptable" records are written
