    Description:
I added the add_prefix_hash line to tab_filing for the authority libary. Should it also been added to tab_filing in the bib library?

    Resolution:
You need to add the add_prefix_hash to tab_filing in the bib library, as well as in the authority library. The headings that rely on the routine for correct sorting when the $7 subfield is added originate in the browse list in the Authority library, but these are then inserted into the browse list in the Bib library to supply See References. So the routine needs to be included in tab_filing for both libraries.
