Description:
The xxx01 Z13-CALL-NO is blank, even though the xxx01 tab22 CALL-NO line is not blank. Why?

Resolution:
The tab22 CALL-NO line had "LOC " when it should have had "LOC##".

When you specify "LOC " (or "PST ") only those LOC (or PST) fields with a blank first indicator are included.

Note: the proper expand needs to be specified in tab_expand. For LOC, this is:
CREATE-Z13 expand_doc_bib_loc_usm
