    cir-51: Charge added for emailed lost material notice even though tab18 says it shouldn't be

    Description

    Overdue and Lost Billing Summary Letter (cir-51) - In the lost material summary, a notice cost is added even when the setup in xxx50/tab/tab18 for "lost material notice" (transaction 0042) indicates that it should not be added. 

     

    Resolution

    Corrected by v22 rep_change 2380 and v23 rep_change 2084.  Now, when tab18 col.8 (Charge for e-mail) is set to "N" for transaction 0042, the cost is not added if the patron has an email address.
