Symptoms
The p_cir_78 (the Circulation Logger Clean Up) Service doesn't give any indication of its progress: the job can run for hours without writing anything to its log.
Defect Status
V22 rep_change 002240, to be included in SP 22.1.4, adds a trace message after every 1000 records.
