* Authorities batch import (elib-67) did not finish after the setup of the authority database was changed.

Cause:
* ue_11 is set to 'DOWN' in util w/5 (System Status).

Resolution:
* set the ue_11 process to 'UP' in util w/5
* kill the processes elib-67
* rerun elib-67
