    fix_doc_mab_hol_low - CAT tag

    Problem Symptoms:
    Using Load ALEPH Sequential MARC Records (manage-18) with fix-routine fix_doc_mab_hol_low (creating a LOW tag in HOL and BIB record) and Cataloger NO-CAT in xxx60 creates no CAT tag in xxx60 but a CAT tag in linked BIB record with entry NO-CAT. There should also no CAT tag be created in xxx01.

    Cause:
    program fix_doc_mab_hol_low does not work correctly

    Resolution:
    rep_change 2206 in Aleph 21 solves the problem
