    p-acq-05 Open Annual Budgets - Parent budget not updated to new year.

    Description:
    We set our Budgets so that most of them have Budget Parents, and
    some of the Parents also have Parents. For Example, a budget for "Dan's
    Books" (ACQCA-2007) has a Parent called "Umbrella Books" (UMBBKS-2007)
    which itself has a Parent "Umbrella Acquistions" (UMBACQ-2007). When I
    ran p-acq-05 (Open Annual Budgets) for 2008 there was a glitch that I
    did not catch until much later: one (yes, only one) of the budgets did
    not have its Parent change years, i.e. ACQCA-2007 became ACQCA-2008, but
    the parent for the new budget remained UMBBKS-2007.

    Resolution:
    This occured becaust the Z76-OPEN-DATE in the Budget record is 0. This field should contain the date the Budget record was created. It is a non-editable field and should be supplied by the system when the Budget is created.

    The affected Budget - ACQCA-2007 - is the only one in the Z76 table with this problem.

    All the 2008 budgets have an appropriate Z76-OPEN-DATE, so this problem shouldn’t reoccur in the future.
