    Description:
    Problem Description: p-file-90 and p-file-99 job files (e.g. $alephe_scratch/ usm01_p_file_99.00285) contain non-ASCII characters

    Actual Results: Using the more command the file appears to contain:
    GEN: (USM50;tmp97383901;DOCF) S Create new bib - USM01.000063023

    Using the vi command the file contains:
    GEN: (USM50;tmp97383831;DOCA) S Create new bib - USM01.000063023 ^@^@^@^@ USM01

    Expected Results: The file would contain no extraneous characters:
    GEN: (USM50;tmp97383831;DOCA) S Create new bib - USM01.000063023

    Resolution:
    Fixed in v.21 by rep change 36.
