p_file_20 (with XML input): "Number of records specified ... is not numeric"

Problem Symptoms:
* Submitting p_file_20 (equivalent of service 'Patron Records / Patron Loader (file-20)) from the command line results in error message in p_file_20 report file:

<msg-code>5024</msg-code>
<msg-desc>Number of records specified in the input file is not numeric.</msg-desc>

* Log file contains
setenv p_input_file_type "ALEPH_SEQ"

Cause:
Parameter XML is missing, defaulting to ALEPH_SEQ for p_input_file_type

Resolution:
* Add XML at the end of the submission string
