    p_manage_01: "b_cycle_table_handle: Unable to open file ../p_manage_01_e.cycles"

    Description:
    The p_manage_01 job for our qrs02 library never finishes. Looking at the log file, we see the following message repeated thousands of times:

    b_cycle_table_handle: Unable to open file /exlibris/aleph/u20_3/qrs02/scratch/p_manage_01_e.cycles

    Resolution:
    We found that the qrs02 bib file was empty. {util f/4 for "doc" showed "ERROR" for records 1, 100, etc., and select count(*) from z00 showed no rows.}
