Description:
The sys01 p_manage_17 was going OK for about an hour (one thousand headings per second in each process), but has now slowed to 500 headings/minute.

Resolution:
util a 17/14 for sys01 showed that the z01 Oracle indexes were missing. Killing the manage_17 processes, building the indexes (util a/17/2), and re-running p_manage_17 resolved this problem.
