    Description:
    Do we need to be running ue_21? What does it do?

    Resolution:
    ue_21 is the Publishing daemon. It runs in the bib, authority, or Course Reserve library. It reads and processes z07p records.

    A Z07P record is written:
    by ue_01 when it processes the Z07 record ;
    by ue_01_z0102 when it processes a Z07A record (written by ue_01); and
    by io_z36 when it creates or deletes a loan record.

    When ue_21 finds a Z07P, it reads the library's $data_tab/tab_publish and writes a Z00P record (to the $publishing_library) for the BIB or authority record referenced in the Z07P.

    And it writes a "HANDLING DOC NO. - ..." line to the $data_scratch/run_e_21 log for each Z07P it processes.
