    ue_21 and p_publish_04 keeps crashing since Service pack 22.1

    Problem Symptoms:
    Background service ue_21 (Update Publishing Data) and p_publish_04 (Initial Publishing Process) keeps crashing with error:

    Execution error : file '/exlibris/aleph/a22_2/aleph/exe/expand_doc_bib_avail.gnt'
    error code: 114, pc=0, call=1, seg=0
    Attempt to access item beyond bounds of memory (Signal 11)

    Cause:
    Defect

    Resolution:
    Install rep_change 002153. 

    This change is included in Service Pack 22.1.1.

    Description: The publishing daemon job ue_21 fails after a while in some cases.
    This happens when ue_21 is run using the expand program expand_doc_bib_avail without setting the parameter COLLECTION=Y.
